On behalf of the Standing Committee on Concrete Technology (SCCT), I am delighted to welcome you to the Joint SCCT-HKCI International Conference on Concrete Technologies 2026.

Since its establishment in 1982, the SCCT has served as a central platform for inter-departmental coordination on all matters relating to concrete. The Committee’s core mission is to bridge government policy, academic research, and industry practice—ensuring our built environment remains safe, durable, and forward-looking. Through continuous updates to technical guidelines and testing frameworks, the SCCT has consistently driven standards that support Hong Kong’s infrastructure development.

Today, as our construction ecosystem undergoes a green transformation, the role of the SCCT has expanded to actively pioneering sustainable and low-carbon construction practices. This year, in actively leading the update of the General Specification for Civil Engineering Works (GS), we have formally enabled the use of triple-blended concrete—combining Ordinary Portland Cement (OPC), Pulverised Fuel Ash (PFA), and Ground Granulated Blast-furnace Slag (GGBS). This enhancement provides greater flexibility to design durable, low-carbon mixes tailored to demanding performance requirements.

Second, supported by all Works Departments over these past two years, we are seeing a remarkable rise in the wider adoption of GGBS concrete across major public works project. This growth demonstrates that low-carbon concrete has successfully transitioned into a mainstream standard for infrastructure works. I encourage all project teams, consultants, and industry partners to maintain this momentum and further integrate low-carbon concrete solutions into upcoming developments.
