@ Permanent Secretary for Development (Works), Development Bureau, Opening Speech

It is with pleasure to welcome you to the International Conference on Concrete Technologies 2024. Our theme this year, “Emerging Technologies and Trends of Concrete and Related Materials Shaping the Cities of Tomorrow,” underscores the pivotal role of innovations in our construction industry.

Over the years, Hong Kong has undergone rapid urbanisation especially after the World War II. The construction industry has been an instrumental driver of economic growth and enabler of the city’s development for many generations. While the past has been highly productive, the industry is facing unique challenges, such as aging workforce, high construction cost etc. leading to the questions on the availability of capabilities and resources to deliver a significant volume of construction works in the pipeline. In response, the Hong Kong SAR Government introduced “Construction 2.0,” a framework that champions Innovation, Professionalisation, and Revitalisation. Innovation, in particular, is crucial for addressing these challenges. By leveraging new technologies, advanced materials, and modern construction methods, we can enhance efficiency, reduce costs, and improve productivity and safety.

Climate change adds another layer of complexity to our mission. One of the key strategies within the Climate Action Plan 2050 unveiled by the Government is to promote technology and innovation and to facilitate the application of decarbonisation technologies and green research and development (R&D), which is particularly applicable to construction design, methods, and materials for reducing our carbon footprint.

One of our recent initiatives is the establishment of the Building Technology Research Institute (BTRi), which will focus on developing innovative construction materials, advanced methods, and emerging technologies, in addition to devising standards, conducting testing and providing accreditation. This initiative aims to drive our industry toward greater sustainability and resilience, ensuring that we can meet our environmental goals while continuing to build a livable, dynamic city.

As we embark on this path, I am confident that the insights and collaborations from this conference will propel us forward. Together, we can shape a smarter, greener, and more resilient future for our cities.
